In order to limit organic solvent emissions, companies that carry out one of the 15 activities listed in Part II of Annex III to Part Five of Legislative Decree 152/2006, exceeding the solvent consumption thresholds established in the same Annex, are required to respect specific limit values for volatile organic compound (VOC) emissions in channeled emissions, diffuse emissions or total emissions.
The operators demonstrate compliance with these limits through the annual drafting of the Solvent Management Plan, which represents the mass balance of the solvents used in the production processes. The plan must be submitted annually to the competent Authority.
