Alert - Last update of the Candidate List

ECHA formalized a new update of the Candidate List. Four new substances have been included and now it counts 209 entries

On June 25th 2020, ECHA (European Chemicals Agency) updated the Candidate List of Substances of Very High Concern (SVHC-CL), which are candidate to be included in Annex XIV (substances under Authorization), adding the following four entries:

Please note that butyl 4-hydroxybenzoate could be used in cosmetic and pharmaceutical products, also for consumer end use. The other 3 substances, which are toxic for reproduction, are used in the following industrial processes:

  • as monomer or component of the formulation in polymer production (1-vinylimidazole);
  • as catalyst in coatings production (2-methylimidazole);
  • as catalyst or additive in the production of plastic materials (dibutylbis(pentane-2,4-dionato-O,O')tin).

We remind you that the Candidate List purpose is to gradually eliminate and replace the listed substances. Meanwhile it is necessary to monitor the regulatory developments associated with these substances that could be then included in Annex XIV of REACH Regulation. Once in Annex XIV, substances need Authorization to be used.

The inclusion of substances in the Candidate List, also obliges the suppliers of articles to monitor their presence in the products placed on the market. In fact, they must fulfil communication requirements laid down in art. 33 of REACH Regulation to ensure safe use of the articles.

Furthermore, starting from January 5th 2021, suppliers have to notify articles containing in their parts one or more Candidate List substances to the European "SCIP Database" managed by ECHA (in accordance with Directive (EU) 2018/851).
